NEW & NOTEWORTHY Tracking Insurer Exits and Entries in the ACA Marketplaces Amid Declines in Enrollment   Six health insurers have announced that they will exit ACA Marketplaces in 18 states next year, potentially leaving hundreds of thousands of ACA enrollees with fewer insurance options. KFF’s new tool tracks changes in ACA insurer participation, including the recently announced exits by Cigna Health, CareSource, PacificSource, Providence Health, Scott and White, and Taro Health.   These announcements come in the months following the expiration of the ACA’s enhanced premium tax credits, which corresponded with a drop in Marketplace sign-ups by over a million people and is expected to contribute to an even larger drop in enrollment by the end of the year. Among the 18 states affected by the recent insurer exits, Indiana, Oregon, and Texas will each lose multiple insurers. Cigna alone will exit 11 states, directly affecting coverage for over 350,000 Cigna enrollees and insurance options for even more people. After Aetna and other insurers left the Marketplaces going into this year, the number of ACA participating insurers dropped from an average of 9.6 insurers per state in 2025 to 9 insurers per state in 2026.
