NEW & NOTEWORTHY Trends in Abortion Coverage for Medicaid and ACA Marketplace Plan Enrollees Four years after the Supreme Court’s Dobbs decision, a new KFF analysis reviews federal and state policies on Medicaid and private insurance coverage of abortion services. The report reveals that nearly half (48%) of Medicaid-enrolled women of reproductive age (15-49) live in a state that either bans the provision of abortion (19%) or follows federal Hyde Amendment restrictions (29%), which limit coverage to life endangerment or when the pregnancy results from rape or incest.   Additional findings: Five states have eliminated Hyde Amendment restrictions on coverage for abortion for Medicaid enrollees, bringing the total to 21 states that use their own funds to provide Medicaid enrollees with abortion coverage. Half of states continue to ban abortion coverage in Affordable Care Act Marketplace plans, and in an additional six states, no insurers have opted to include abortion services in their 2026 Marketplace offerings despite the absence of state policies that limit coverage. Since Roe v. Wade was overturned, six states (of a total of 13) have implemented new policies that require state-regulated private plans to include abortion coverage.
